GreenShield is a not-for-profit health and benefits organization based in Windsor. The company serves 7.5 million Canadians through insurance, benefits administration, and care services like therapy and pharmacy. It handles both the coverage and care delivery sides of health benefits across the country.

History of GreenShield

The company got its start as Prescription Services Inc. in a Windsor pharmacy in 1957. Pharmacist William Wilkinson watched a mother choose between two prescriptions because she could only pay for one.

He responded by creating a prepaid drug plan, which the firm says was the first in North America. The organization was set up as a non-profit from day one and has kept that structure for nearly 70 years.

GreenShield’s new direction

The company operated for decades as Green Shield Canada (GSC), a health and dental benefits carrier. A shift came in 2018 when Zahid Salman joined as president and CEO. He launched a five-year strategic plan in 2019 that reshaped the business through eight acquisitions. Revenue more than doubled to $5.6 billion by 2024.

Building a mental health platform

The firm’s move into direct care started in 2021 with the purchase of Inkblot, a digital therapy provider. That deal formed the base of GreenShield Health, now one of its three main operating units.

The company later acquired Kii Health’s Canadian mental health assets and added EFAP, student assistance, and the MindBeacon platform. That deal brought in 700 more clinicians and grew its reach in Western Canada and Quebec.

Programs beyond the benefit plan

GreenShield launched its Women’s Mental Health program in 2021. It added a nurse-led hormonal health program in 2025 for members going through perimenopause and menopause. The mental health program alone has connected nearly 200,000 women to free, culturally informed care.

The company also launched its Essential Medicines program in Ontario in 2023 for people without drug coverage. That program has since expanded to Nova Scotia, with Alberta and British Columbia next.

GreenShield publishes an annual drug trends report based on data from over 34 million claims. Its clinician network includes more than 5,000 health professionals across Canada.

Leadership and governance

Zahid Salman, FCIA, FSA serves as president and CEO of GreenShield. He previously held executive roles at firms like Morneau Shepell and Aon. Salman is a Harvard Business School’s Advanced Management Program graduate and holds an ICD.D designation.

Green Shield Canada Insurance has a separate board chaired by Sharon Ludlow and is federally regulated by OSFI. The board publishes an annual impact report that covers social impact spending, governance metrics, and climate targets.

Client base and market focus

GreenShield’s group clients range from small businesses with as few as two staff to large national employers. The administration arm also provides claims technology to other insurance carriers and third-party administrators. Clients and partners span healthcare, financial services, and non-profit sectors.

The organization operates from 11 offices across five provinces, from Halifax to Vancouver. Its group and personal plans serve clients across the country.

GreenShield publishes a Health Outcomes Report with data on mental health claims and chronic disease trends. It also partners with Mental Health Research Canada on the Youth Mental Health Data Hub.
