Dave Jones' appointment at GreenShield signals a deeper push into Canada's first integrated payer-provider model, now serving eight million Canadians
GreenShield has appointed Dave Jones as executive vice-president and head of payer solutions. The announcement was made September 8, 2026.
Jones will oversee GreenShield Insurance – covering group benefits and individual benefits – and GreenShield Administration. That unit includes claims adjudication, benefits administration, and third-party administration.
The appointment advances GreenShield’s push to deepen Canada’s first integrated payer-provider model. That model combines insurance coverage with direct health care delivery.
What does GreenShield’s payer-provider model mean for plan sponsors?
GreenShield brings insurance and health services together under one roof. The model currently serves eight million Canadians, according to the organization – up from 7.5 million reported in 2024.
For plan sponsors and benefits administrators, the payer-provider model aims to reduce administrative barriers. It integrates claims with care delivery and is designed to improve health outcomes, areas where cost pressure has been rising.
Group benefits costs in Canada are projected to rise 8 to 10 percent in 2026. The increase is driven by specialty drug growth, inflation, and rising chronic condition claims, according to Benefits by Design’s 2026 group insurance outlook.
Against that backdrop, plan sponsors are paying closer attention to integrated models. When insurance and care delivery work together, early intervention becomes easier — and costly downstream claims harder to ignore.
What does Dave Jones bring to GreenShield?
Jones brings more than two decades of executive leadership experience in health and group benefits. He previously served as president of Sun Life Health, where he led one of Canada’s largest health and benefits businesses.
At Sun Life, Jones brought together the insurer’s Group Benefits and Lumino Health platform. Lumino is a digital tool that connects plan members to health care providers. It’s a model not unlike the care navigation capability GreenShield has built through its own platform.

Jones acknowledged the appeal of GreenShield’s integrated structure. “GreenShield has built a differentiated model that brings together coverage, benefits administration and care delivery in a way that reflects where the industry is heading,” Jones said.

GreenShield’s 2030 strategy
The appointment comes as GreenShield executes on a broader 2030 strategy. The organization has committed to reaching three million additional Canadians by that year. Its focus areas are mental health, essential medicines, and chronic disease management — three areas intersecting directly with plan sponsor cost pressures.
As a non-profit social enterprise, GreenShield reinvests excess earnings into health care access programs for underserved communities. That structure distinguishes it from the for-profit carriers competing in Canada’s group benefits market.
