OMERS (Ontario Municipal Employees Retirement System) is one of Canada's largest defined benefit pension plans, providing pension administration and investment management for active, deferred, and retired employees of Ontario municipalities, school boards, libraries, police and fire departments, and other local public agencies. OMERS is one of Canada's Maple Eight — the eight largest pension funds that collectively manage approximately C$2.7 trillion in assets. Unlike some of its peers, OMERS serves an exclusively Ontario-based membership, covering municipal sector employees: the workers who staff local governments, emergency services, schools, and public libraries across the province. Over half a million active, deferred, and retired members depend on the fund for their retirement security, and OMERS generated C$8.2 billion in net investment income in 2025.

The fund's integrated structure — combining plan administration with direct investment management — gives OMERS significant operational depth. Oxford Properties, its real estate arm, is one of the most recognisable property investors in Canada and internationally. OMERS Infrastructure operates as a direct investor in long-life, inflation-linked assets, competing for deals alongside sovereign wealth funds and other large pension funds globally. OMERS is led by CEO Blake Hutcheson and the fund's smoothed funded status stood at 99% as at December 31, 2025.

The dual-board governance model that OMERS operates is widely regarded as an effective structure for balancing the interests of a diverse employer and employee base — spanning police forces, fire departments, municipalities, school boards, and libraries — while maintaining institutional-quality investment discipline. It gives OMERS a legitimacy with its membership that single-employer plans and commercial providers cannot replicate, and forms the foundation of the long-term trust relationships that sustain the fund's scale advantages over time.
